Audit of the operation of pipelines, subsea facilities and land facilities - Hammerfest LNG

Audit: The Petroleum Safety Authority Norway (PSA) has conducted an audit of the operation of pipelines and subsea facilities, as well as integration with Hammerfest LNG. One noncomformity was identified during the audit.

The audit was carried out at StatoilHydro on Melkøya according to the following schedule:

  • Startup meeting on Wednesday, 24 June 2009 with a presentation of the audit
  • Meeting, interviews and verifications on Wednesday, 24 and Thursday, 25 June 2009
  • Summary meeting on Thursday, 25 June 2009

Background for the audit
The Petroleum Safety Authority Norway shall establish standards for and follow up to ensure that the players in the petroleum activities maintain high standards for health, safety and the environment, so that the risk of major accidents, undesirable incidents and work-related injuries and illness is reduced.

Central priorities for our HSE follow-up are to ensure that the players follow up the technical condition of the facilities, and share the lessons learned with other players.

Purpose of the audit
The purpose of the audit was to follow up to ensure that operation of the subsea facilities is in accordance with current regulations and approved standards.

Another goal was to ensure that the management systems contribute to ensuring that the right skills are applied at the right time, and that communication with the adjoining disciplines is satisfactory.

Result of the audit
One noncomformity was identified during the audit: Responsibility and authority are not clearly defined.

We identified one item with a potential for improvement related to the competence  requirements.
