Audit of the planning and follow-up of well interventions on Gyda

On 31 October 2003, the Norwegian Petroleum Directorate carried out an audit activity aimed at the management and planning of well interventions on Gyda. The audit activity was conducted in the form of presentations and conversations with Talisman Energy Norge AS and Maritim Well Service.


Basis for the audit

Talisman took over operatorship of Gyda on 1 September 2003. The company has no previous experience as licensee or operator on the Norwegian shelf. Some of the staff in the onshore organization are former BP employees who are familiar with Gyda from previous work tasks, while there are only a limited number of former BP employees in drilling and well activities. On this basis, the NPD wanted to verify that Talisman plans and follows up well interventions on Gyda in accordance with the NPD's regulatory requirements.

Talisman has taken over agreements with well service contractors and commenced well interventions the week after it assumed operatorship. Therefore, there is a need to clarify the interface between Talisman and the various well service companies, such as MWS, used in connection with the well service campaign that was underway in the fall of 2003.

The NPD has received activity summaries for Gyda which are continuously updated. These summaries indicated well interventions up to around 15 December 2003.

There is also a need to clarify which tasks in the field of well planning and follow-up that will be carried out by Talisman in Norway and which will be carried out by Talisman in Aberdeen. In this connection, the NPD will carry out a review of the type of operational procedures, etc. employed by Talisman.

In order to address the particular focus area relating to well control equipment, the NPD included follow-up in relation to BOP maintenance and full workovers in connection with the audit.

Follow-up of the incidents reported to the NPD so far was included as part of the audit.

Purpose of the audit

1. The NPD wants to contribute to maintaining and further developing the safety level on Gyda in connection with the change in operator.

2. Contribute to ensuring that the players follow up the preconditions for well interventions in the regulations.

3. Verify that internal procedures and normative industry standards are followed in connection with the change in operator.

Result of the audit

The NPD's impression is that Talisman and MWS have an understanding of the requirements for planning and following up well interventions on Gyda that complies with the prevailing regulatory requirements.

After the audit activity, it is the NPD's impression that Talisman is safeguarding the safety aspects associated with management of both technical and operational factors in the planning and follow-up of activities related to well interventions on Gyda.

The NPD notes that there are outstanding issues in relation to competence in the Norwegian regulations for the company's senior drilling and well personnel. Training plans have been indicated, and are expected to be implemented prior to start-up of drilling in January 2004.
