Audit of the working environment and HSE management on Borgland Dolphin

In the period 3 - 4 March 2004, the Petroleum Safety Authority Norway (PSA) conducted a verification on the mobile installation Borgland Dolphin (photo). The audit concerned management of health, safety and the environment (HSE) and working environment conditions.


Background for the audit

The activity was carried out as part of the PSA's processing of Dolphin as' application for an Acknowledgement of Compliance (AoC) for Borgland Dolphin.

Purpose of the audit

The purpose of the audit was to verify whether physical/technical working environment conditions and HSE management systems on the installation were in compliance with regulatory requirements.

Result of the audit

Our main impression is that a good working environment has been facilitated in most areas on board following the modification.

The verification did uncover some new deviations, however, and the need for some improvements in the working environment and HSE management on board.

In the past few years Dolphin has carried out extensive work on further developing the company's HSE management system.

The work has consisted of inter alia simplification and alteration of written documentation and procedures into an electronic format, "Documentation on screen".

Furthermore, activities such as HSE training programs for everyone, quality meetings, HSE films by and with employees in Dolphin, improved follow-up of measures in the Synergi system, and barrier seminars have been conducted.

The verification showed that further development of Dolphin's management system is reflected in the daily work on board the installation.

We uncovered an improvement potential related to the procedure for, and planning and follow-up of, working environment mapping (the management loop), plus evaluation of the content and effect of certain HSE activities.
