Audit of Transocean Leader, verification of drilling systems in connection with the company's AoC application

The verification of the drilling systems was carried out in the period 27 to 28 April 2004, while the installation was in the shipyard at Ølen.


The audit's background
The activity is part of the Petroleum Safety Authority Norway (PSA)'s consideration of the submitted application for an Acknowledgement of Compliance (AoC) for Transocean Leader (TOL).

The audit's purpose
The purpose of the activity was to verify whether the selected technical matters related to the drilling areas and systems on the TOL are in accordance with the regulatory provisions. The activity also provides a basis for assessing whether Transocean (TO) has succeeded with regard to the implemented verification work, in which the installation is evaluated in relation to the regulations.

The audit's result

We have concluded that the compliance measuring of the drilling systems in connection with the TOL is relatively good, although deviations from the regulations were uncovered during the activity. Deviations that were found during the verification are related to maintenance, as well as some technical matters in the moon pool area and on the rig floor. The deviations were mostly to be rectified during the rig's time at the shipyard in Ølen.

We would like to emphasise the positive factor that several of the planned and implemented upgrades will contribute to raising the installation's standard in the HSE field.
Furthermore, we would like to emphasise the capacity of the "poor boy" waste gas tank. The documentation shows that the tank has the capacity required by the general requirements for high pressure drilling. However, we wish to follow up the calculation basis for the dimensioning of this tank.
This is being done on a general basis, in order to clarify whether it i relevant to use API standard for horizontal separators as a basis for calculating the performance.
