Audit - the pipelines to Ormen Lange and Langeled

During the period 5 -14 October, the Petroleum Safety Authority Norway (PSA) conducted an audit aimed at Norsk Hydro's (NH) management and follow-up of the fabrication of pipelines for Ormen Lange and Langeled. Our main impression is that NH has established and implemented a satisfactory management system for the delivery of pipes to these projects.


Background for the audit

Central priorities for our HSE supervision are to follow up that the players facilitate and maintain technical and operational integrity on the installations, and to follow up the players' efforts to reduce the risk of major accidents from hydrocarbon leakages.

Another performance target is to help reduce the risk level in the petroleum activities at sea.

The audit is based on technical meetings, as well as supervision of the project work, choice of material and fabrication for the Ormen Lange and Langeled projects.

The pipe deliveries to the Ormen Lange and Langeled projects have also to a large extent involved suppliers and subsuppliers.

For this reason, NH's management of the project and compliance with the supervisory obligation are demanding tasks.

In connection with the PSA's consideration of the Plan for Installation and Operation (PIO) for Langeled, several areas were identified for follow-up in our future work with the project.

The combination of required dimensions and quality of materials for the pipeline was inter alia considered a challenge.


Purpose of the audit

The purpose of the audit was to follow up that the fabrication of the pipelines for the Ormen Lange and Langeled projects are managed and carried out pursuant to applicable regulatory requirements and recognized standards, so that assumptions relating to design, engineering and material qualifications are safeguarded during the manufacture of the pipelines.

Another objective is to follow up NH's compliance with the supervisory obligation relating to the management of the pipe deliveries.

Result of the audit

It is our main impression that NH has established and implemented a satisfactory management system for the delivery of pipes to the Ormen Lange and Langeled projects.

We have discovered some areas with a potential for improvement, including basic data for assessment of hydrogen induced stress cracking (HISC), description of the organisation, plans for external audits and control of nonconformance with the "Inspection and surveillance plan".
