Change of notification of order following incident on Gullfaks C

The Petroleum Safety Authority Norway (PSA) has issued Statoil ASA an order following an incident on Gullfaks C on 17 December 2004. A notification of order was given on 6 April 2005. The PSA has changed the scope of the order in relation to the notification.

After dispatch of our notification of order to Statoil on 6 April 2005, the company has submitted documentation indicating that activities have been implemented in order to reveal causes and implement actions beyond what is described in the investigation report.

On this basis, we withdraw the requirement for Statoil to implement a new accident investigation.

We have ordered Statoil to

  • review a representative selection of undesirable incidents on the Gullfaks field in order to establish whether breaches of procedure in general and collective breaches of procedure in particular, are a problem in the organization. If this review shows that breaches of procedure are a problem, necessary actions will be identified and implemented.

We have asked for Statoil's response by 15 August 2005.
