Exemption from requirements for survival suits on mobile facilities

The Petroleum Safety Authority Norway (PSA) has sent identical letters to shipowners and operating companies granting an exemption from regulatory provisions which require that survival suits shall be able to turn over a person laying facedown in the sea.

(The Framework Regulations, section 3, cf. the Norwegian Maritime Directorate's regulations for mobile facilities, paragraph VI-4 on equipment, in regulations of 11 April 2003, no. 492 relating to rescue equipment and evacuation on mobile facilities, section 9 which states requirements for survival suits used on mobile facilities on the Norwegian continental shelf). In addition, these regulations refer to Life Saving Appliance Code (the LSA code) chapter 2.3 on immersion suits.

Today, there are no survival suits on the market that satisfy this requirement. Work is underway to develop such survival suits, and the suits are expected to be ready for delivery in the second quarter of 2006.

In order to facilitate the procedure, both with the authorities and players on the Shelf, the PSA hereby grants an exemption from the regulatory provision described above until 1 August 2006.

The exemption is granted pursuant to Section 59 of the Framework Regulation.
