Expansion of the AoC System

The current Acknowledgement of Compliance System (AoC) for mobile drilling rigs will be expanded to include other mobile installations that take part in petroleum activities on the Norwegian shelf.

The current AoC system for mobile drilling rigs was implemented on 1 August 2000.

The system was subject to an evaluation in 2002 and was made mandatory from 1 January 2004, with a transitional period until 1 January 2005.

In June 2004, the Ministry of Labour and Government Administration, now the Ministry of Labour and Social Affairs (ASD), decided to expand the AoC system for mobile drilling rigs to also include other types of mobile installations.

The system will include mobile installations with flags, i.e. installations that are registered in a national registry of ships. It will apply to all units, whether registered in Norway or abroad.

The system will apply to mobile drilling rigs, mobile living quarters (flotels), mobile installations for drilling, production, storage and offloading (FPDSOs and FPSOs), in addition to well intervention installations.

A working group has been appointed to present a proposal as a basis for the expanded system.

Employers, employees, the authorities and Det Norske Veritas are all represented in the working group.

The Petroleum Safety Authority Norway is leading the work, and the objective is to expand the system with effect from 1 January 2006.
