Major HSE survey among petroleum employees

On 7 January, the Petroleum Safety Authority Norway (PSA) initiated a questionnaire survey among all employees engaged in offshore petroleum activities, as well as those working at petroleum facilities on land. The objective is to find out what employees think about the general HSE status. The results will be incorporated in the Trends in risk levels project.

The objective of the Trends in Risk Levels Project is to measure and improve conditions within health, safety and environment in the offshore petroleum activities and at petroleum facilities on land. The results are presented in annual reports. The questionnaire process is only conducted every second year, and this is time first time that employees at the land facilities are included.

Over the next six weeks, all employees who work offshore or at land facilities will receive a questionnaire when they check in at the heliport or report for work at a land facility. The questionnaire covers important factors linked to HSE work in the industry (see links to the questionnaire surveys in pdf format). The survey is largely a repetition of similar surveys conducted in 2001, 2003 and 2005 offshore.

We hope that as many people as possible will take this opportunity to share their perception of general HSE conditions. In 2005, we received nearly 10,000 responses to the offshore survey.

The results of the survey will be presented together with the other Risk Level Project results on 24 April 2007.

The results are meant to be used
It is our intention that the industry make active use of data from the survey so as to improve HSE conditions in the industry. All companies with activity on the Norwegian shelf or at land facilities will therefore be given an opportunity to request an analysis of their own employees’ perception of HSE conditions, compared with other relevant groups.

From the PSA’s side, it is a condition that data is kept confidential so that no individuals can be identified in analyses and reports. Furthermore, no survey results which could identify named companies will be passed on to other companies without the written consent of the identified company(ies). The International Research Institute of Stavanger (IRIS) is responsible for practical implementation of the survey.

The survey is supported by the organizations involved in : Norwegian Confederation of Trade Unions (LO), Industry Energy (IndustriEnergi), Norwegian United Federation of Trade Unions (Fellesforbundet), Safe, DSO, Norsk industri, Lederne, the Norwegian Oil Industry Association (OLF) and the Norwegian Shipowners’ Association (NR).
