Background for the audit
The audit has its background in the PSA's performance goals relating to follow-up of major accident risk, and is an activity within the PSA's prioritised follow-up of the petroleum industry's work on technical condition and ageing of facilities.
Purpose of the audit
The purpose the audit was to verify that StatoilHydro has management systems which reduce the risk of structural failure on ageing facilities, and that StatoilHydro has qualified solutions for handling technical integrity in loadbearing structures, so that the intention of the prevailing regulations is safeguarded.
The audit activity included StatoilHydro's follow-up of its supervisor responsibility vis-à-vis its suppliers.
Result of the audit
StatoilHydro has established a process for safeguarding technical integrity of loadbearing structures, and procedures for managing this process have been established.
We have discovered twelve nonconformities during the audit, and we have identified one area with potential for improvement.
The nonconformities and the potential improvement are related to the areas:
Governing documents related to safeguarding the technical integrity of loadbearing structures.
Follow-up of contractors / suppliers.
Organisation and safeguarding of responsibility, authority and competence.
Criteria for which structural incidents and damage will result in establishing emergency preparedness.
Condition monitoring and overview of the condition of structures.
We have issued the following notification of order to StatoilHydro:
Pursuant to Section 42 of the Activities Regulations relating to maintenance, StatoilHydro is ordered to document that the integrity of the structures on Veslefrikk is safeguarded so that they can execute their intended functions in all phases of their design life, cf. the nonconformities in Chapter 5.1 of the report.
The deadline for complying with the order is set at 30 April 2008. We must be notified when the order has been complied with.
We have requested that the company submits any comments regarding the notification no later than 23 January 2008.
