The inadequacies identified in connection with the fire protection on the P facility are related to the integrity of the main substructure and process equipment. The main structure and process equipment are not equipped with passive fire protection, which makes the consequences of a liquid fire rather unclear with regard to deformation of the structure and spread to other segments.
Deficiencies related to the integrity of the explosion partitions in the process module have also been identified.
It is the assessment of the PSA that BP has not presented measures which sufficiently correct or compensate for these nonconformities.
The PSA therefore announces following order:
Pursuant to Section 69 of the Framework Regulations relating to administrative decisions, cf. Section 82 of the Facilities Regulations relating to enforcement no. 2 and Regulations relating to production and support systems on production facilities, etc. stipulated on 3 April 1978, Chapters 6.1, 6.5 and 8.4.3, as well as Section 25 of the Activities Regulations relating to use of facilities, first subsection, BP is ordered to implement immediate and specific physical measures to correct, or compensate for, insufficient compliance with the requirements related to fire and explosion protection on Ula P.
The deadline for complying with the order is 31 December 2012. The PSA also requests that BP initiate a meeting to provide the status of implementation of the work by Week 51.
Explanation of the terms "order" and "notification of order"
An order is an administrative decision made pursuant to the regulations. Prior to issuing an order, we usually send a "notification of order" to the relevant companies.
A notification of order is neither a policy instrument nor a warning of sanctions, but a step in our case processing where we ask the party to asses the basic facts. The notification is just a first step before an administrative decision is made.
An order is a strongly preventive measure which is legally binding for the recipient.
The investigation on Ula P
On Wednesday, 12 September 2012, a comprehensive hydrocarbon leak took place on the Ula field.The PSA decided to investigate the incident.
The final investigation report is still not completed.
