Notification of order to OSM on handling non-conformities

The Petroleum Safety Authority Norway has notified OSM Offshore AS (OSM) of its intention to issue a order concerning the company’s system for handling non-conformities.

OSM operates the Port Reval flotel, which is currently in use on the Eldfisk field in the Norwegian North Sea (go here for the consent issued on 17 September 2008).

The background for the notification of the order is that the quality of recent applications concerning non-conformities is unsatisfactory pursuant to the regulatory requirements.

In the case of several such applications, for example, the information received does not indicate which non-conformities are still outstanding and which have been corrected.

The justification provided for seeking a postponement is also deficient in some cases.

We see that deadlines for correcting non-conformities have been passed without OSM apparently realising this, and the company reapplies repeatedly to postpone the deadline for correcting certain non-conformities.

We cannot see that in-house action has been taken to review the company’s system for handling non-conformities in order to avoid future recurrences.

On that basis, therefore, we hereby notify that the following order will be issued pursuant to section 58 of the framework HSE regulations concerning individual decisions:

Pursuant to section 20 of the management regulations concerning the handling of non-conformities, OSM Offshore AS is ordered to review and correct its system for handling non-conformities to comply with the requirements in the regulations. The deadline for compliance with this order is set at 1 May 2009. We must be informed when the order has been complied with.

Possible comments on this notification must reach us not later than 1 March 2009.
