Order following audit of lifting appliances and lifting operations on Norne

Statoil has been ordered to implement a standard for lifting operations on Norne to ensure compliance with regulatory requirements.


In February 2005, the Petroleum Safety Authority Norway (PSA) implemented an audit of Statoil's management of technical and operational aspects associated with planning and implementation of lifting operations on Norne. The PSA registered nonconformities and made observations relating to technical, operational and organizational factors. The PSA issued a notification of order to Statoil on 25 May 2005.

In its reply, Statoil requested an extension of the deadline from 1 August to 31 October 2005. In the interests of equal treatment in the audit context, we find no basis for accommodating this request, with the exception of the portion that relates to competence and training.

In this connection, we remind you that the new revised version of NORSOK R003N was finally approved in July 2004.

Therefore, the order is issued as follows:

Pursuant to the Activities Regulations, Section 83 relating to lifting operations; the Framework Regulations, Section 18 relating to documentation, cf. Section 58 of the Framework Regulations, Statoil ASA is ordered to implement a norm for lifting operations on board, so that this satisfies the requirements in Section 83, compared with the recommended norm, which is NORSOK R003, rev 2, cf. Chapter 5.2 of the report.

The deadline to comply with the order is set at 1 August 2005, with the exception of the deadline for implementation of a standard for competence and training, which is set at 31 October 2005. Please notify us when the order has been implemented.
