Order following incident with fatal outcome on Saipem 7000

On 12 August 2007, a Philippine sailor died on the Saipem 7000 lifting vessel on the Tordis field, operated by StatoilHydro. Following our investigation of the incident, a notification of order was issued to StatoilHydro. The order has now been issued to the company.

StatoilHydro has commented on our notification in a letter dated 23 November 2007. We have reviewed the company's comments, but cannot see that there is any new and relevant information in this matter.

The following order has been issued in conformance with the notification:

Pursuant to Section 5 of the Framework Regulations relating to the supervisory duty, cf. Section 58 of the Framework Regulations relating to individual decisions, StatoilHydro is ordered to prepare and implement a plan to follow up the nonconformities that emerge under Chapter 5 in the previously transmitted investigation report, cf. Item 5.1.7 of the report relating to deficient follow-up by the operator.

The deadline for preparing the plan is 31 January 2008. The deadline for implementing the plan is set at the next acceptance of lifting vessels. The PSA must be notified when the plan has been drawn up.
