Order following investigation of lifeboat incidents on Veslefrikk B and Kristin

The Petroleum Safety Authority Norway's (PSA’ s) investigation of the lifeboat incidents on Veslefrikk B and Kristin in December 2008 and January 2009 uncovered several breaches of the regulations. As a result of this, we have issued an order as previously notified to StatoilHydro.


During the testing of type FF1000S free-fall lifeboats on the facilities Kristin and Veslefrikk B in December 2008 and January 2009, problems were identified in connection with releasing the lifeboats.

The incidents resulted in the lifeboats of this type on both facilities being taken out of operation on 7 January 2009, with subsequent staff reductions on Veslefrikk B, and staff reductions and cessation of production on Kristin.

On the basis of the investigation report, we are hereby issuing the following order to StatoilHydro:

Pursuant to Section 4 of the Facilities Regulations relating to design of facilities, cf. Section 58 of the Framework Regulations relating to administrative decisions, StatoilHydro is ordered to replace the release system for type FF1000S free-fall lifeboats.

Pursuant to Section 3 of the Management Regulations relating to management of health, environment and safety and Section 5 of the Framework Regulations relating to responsibility in accordance with these regulations, first subsection, cf. Section 58 of the Framework Regulations relating to administrative decisions,  StatoilHydro ASA is ordered to ensure that the management of lifeboat projects complies with regulatory requirements.

Pursuant to Section 5 of the Management Regulations relating to internal requirements and Section 43 of the Facilities Regulations relating to means of evacuation, cf. Section 58 of the Framework Regulations relating to administrative decisions, StatoilHydro ASA is ordered to establish internal requirements and specifications for lifeboat systems.

Pursuant to Section 68 of the Activities Regulations relating to handling of hazard and accident situations, litra d), and Section 4 of the Facilities Regulations relating to design of facilities, cf. Section 58 of the Framework Regulations relating to administrative decisions, StatoilHydro ASA is ordered to conduct an overall assessment of all lifeboat systems in use on the company's facilities on the Norwegian shelf.

The work shall take into account, but not be limited by our investigation report following the incidents.

The deadline for complying with the order is set at 1 November 2009. We must be notified when the order has been complied with.
