Order following oil spill on the Draugen field

The Norwegian Petroleum Directorate (NPD) has issued an order to AS Norske Shell following the investigation of an oil spill on the Draugen field on 19 May 2003.


The order is dated 13 November 2003 and states:

Pursuant to Section 13 of the Framework Regulations concerning the duty to establish, follow up and further develop a management system, and Section 58 concerning individual decisions, Shell is ordered to review governing documentation related to Shell's follow-up of suppliers, cf. Sections 14 and 15 of the Framework Regulations.

This applies when measures are implemented to ensure that the marginal conditions between the suppliers are communicated and safeguarded, particularly when several suppliers are used.

The operator has a special responsibility for ensuring that the marginal conditions between various suppliers are safeguarded to secure the totality with regard to the overall risk picture.

Shell must also review procedures for operation of subsea installations, cf. Chapter VI-IV of the Activities Regulations concerning operational prerequisites.

This entails that measures be implemented to safeguard the installation's integrity and function, particularly in connection with operational clearance of subsea installations prior to start-up of production.

Special preparations and measures should therefore be considered to ensure that any faults (leaks e.g.) are observed as quickly as possible, particularly upon start-up and shutdown, as the normal alarm limits in this period will be out of operation.

Pursuant to Section 3 of the Management Regulations concerning management of health, environment and safety, and Section 58 of the Framework Regulations concerning individual decisions, Shell is ordered to review governing documentation of importance for emergency preparedness on Draugen to ensure that necessary measures are implemented in the event of hazardous and accident situations.

Among other things, this includes clarity with regard to responsibilities and the assessment of implementation of necessary training measures.

Shell is requested to conduct drills to verify that the efficiency requirements for emergency preparedness resources in the area can be accomplished / are attainable.

A binding plan with time schedule for completion of the order (including resources to be used in the work) must be presented to the NPD within one month after the order has been sent.
