Order issued to Diamond Offshore

Diamond Offshore as rig owner has been issued an order as notified after the chain deployment on Ocean Vanguard on 14 December 2004. Eni Norge as operator will not be issued an order as notified, because the company in their letter to us has identified causes and implemented measures to cover the conditions included in the notification.

In connection with investigation of the chain deployment on Ocean Vanguard on 14 December 2004 notification of orders were issued to both Diamond Offshore as rig owner and Eni Norge AS as operator on 20 May 2005.

In Eni Norge AS' letter of 10 June 2005, results from the work to identify the causes of proven nonconformities were described. Furthermore, the letter also listed actions implemented by Eni as a consequence of this. We find Eni's reply adequate for the conditions included in the notification of order. In light of this, we choose not to issue the notified order.

Diamond Offshore takes note of the notified order in its letter to the Petroleum Safety Authority Norway (PSA). Therefore, the rig owner is ordered to go through its own control system and own organization in order to identify causes of proven nonconformities, prepare a binding plan and schedule for activities to prevent repetition of this type of nonconformity.

The results, including the effect of implemented actions, must be presented to the PSA. The deadline to comply with the order is 1 October 2005.
