Regulatory changes on 1 January 2013

Amendments have come into force from 1 January 2013 in four of the HSE regulations. Amendments have also been made in associated guidelines. The new working environment regulations entered into force at the same time.


The most central regulatory provisions for health, safety and the environment in offshore petroleum activities and at onshore facilities where the Petroleum Safety Authority Norway has supervisory authority, can now be found in the HSE regulations and working environment regulations.

HSE regulations
Amendments have come into force in the following regulations and associated guidelines:

  • Management Regulations
  • Activities Regulations
  • Facilities Regulations
  • Technical and Operational Regulations

New working environment regulations
Six working environment regulations will now replace 47 regulations to the Working Environment Act. The new structure of the regulations entails a new way of navigating the regulations.

The purpose of the new regulations is to provide a simpler overview of the rights and obligations in the Working Environment Act. The requirements were previously spread across multiple regulations, but provisions that regulate the same topics have now been merged, thereby making it easier to keep an overview.

The structure of the working environment regulations has changed, but the requirements are still generally the same.
