StatoilHydro receives order following audit of HSE management and use of IO

During the period 13-30 May 2008, we conducted an audit of how StatoilHydro manages health, safety and environment (HSE) and the use of integrated operations (IO) in drilling and well activities on the Heidrun TLP facility. Based on our findings during this audit, we have issued an order to the company, in line with our previous notification.


Items noted during the audit included nonconformities in relation to regulatory requirements for management of the upgrade project, design of the driller's cabin and instrumentation in the drilling area, as well as procedures and equipment for remote operation involving pipes and work strings.

In the company's letter dated 11 July 2008 with comments regarding the notification, StatoilHydro requested an amended deadline for implementing measures linked to the nonconformities in Chapter 5.1.2 of the report, with the exception of literas c) and e).  We have accepted these comments, and in conformance with the notification and the timetable described in the company's letter, we have issued the following order:

”Pursuant to Section 58 of the Framework Regulations relating to individual decisions, cf. Section 3 of the Management Regulations relating to management of health, environment and safety and Section 8 of the Management Regulations relating to basis and criteria for decisions, StatoilHydro ASA is ordered to review the upgrade project for Heidrun TLP and identify improvement areas regarding distribution of responsibility and management, and thereby ensure transfer of experience to future upgrade projects in the drilling and well areas, cf. the nonconformities mentioned in Chapter 5.1.1 of the report.

The result of this review must be presented to the Petroleum Safety Authority Norway.
 
Pursuant to Section 58 of the Framework Regulations relating to individual decisions, cf. Section 4 of the Facilities Regulations relating to design of facilities and Section 3 of the Management Regulations relating to management of health, environment and safety, third subsection, StatoilHydro ASA is ordered to rectify or compensate for the deficiencies in the driller's cabin, and to complete the instrumentation as well as the procedures for the drilling equipment on Heidrun TLP, cf. the nonconformities mentioned in Chapters 5.1.2 and 5.1.3 of the report.  Measures aimed at rectifying or compensating for the deficiencies in the driller's cabin shall be based on a preliminary study.

The deadline for complying with the order as relates to Chapter 5.1.1 of the report is set at 1 December 2008.  With regard to completion of the procedures, ref. Chapter 5.1.3 of the report, the deadline is set at 1 August 2008.  The deadline for performing a preliminary study regarding measures in the driller's cabin, as well as the deadline for installing a remote-operated slave panel for the well control panel, and improvement of accessibility for inspection and maintenance in the fire, gas and electrical systems in the driller's cabin is set at 1 December.  The deadline for complying with the order as relates to other nonconformities discussed in Chapter 5.1.2 of the report will be determined in the meeting with StatoilHydro in Week 49, 2008.

The PSA must be informed when the order has been complied with.”
