Verification in connection with cleaning of Ekofisk 2/4 Tank

The Norwegian Petroleum Directorate (NDP) conducted on 20 and 21 October 2003 an audit at ConocoPhillips Norge of the company's management of preparation for cleaning of the Ekofisk 2/4 Tank. The verification was carried out on Ekofisk.

Background for the audit

In the NPD's letter dated 30 September 2003, ConocoPhillips was granted ">consent to clean the Ekofisk 2/4 Tank (photo). We have had regular status meetings concerning this activity, where the company has given an account of preparations for this activity and measures to protect the personnel against harmful effects while removing the hydrogensulfide gas (H2S).

Purpose of the audit

The purpose of the audit was to verify preparations for cleaning the Ekofisk 2/4 Tank, to make sure this will take place in a careful and safe manner, and in accordance with the regulatory requirements laid down in Section 8 of the Framework Regulations, cf. Section 3 of the Management Regulations within the following areas:

  • supply of firewater and electrical power to Ekofisk 2/4-Tank
  • protecting personnel against injuries from falling objects, unsatisfactory gangways /guard rails and the effects of poisonous gases
  • correct location, use and control of chemicals for the removal of H2S in Tank cells
  • establishing an emergency preparedness plan and quality assuring it

Result of the audit

Our impression is that the company has made it a top priority to secure an H2S-free atmosphere for the whole working period and to minimise damaging emissions to the environment throughout all phases of the activity.

Our verification has not uncovered deviations from regulatory requirements. We have observed a few matters where there is room for improvement and have asked ConocoPhillips to submit more assessments and additional documentation.
