Audit of technical barrier design on Goliat FPSO

From 24-26 May 2011, the Petroleum Safety Authority (PSA) carried out an audit of the design and application of technical barriers on Goliat FPSO.

Background
The audit activity was based on the PSA’s main priority relating to technical and operational barriers. The audit particularly targeted establishment and design of certain barriers in relation to regulations, standards, internal requirements, risk-related analyses and assessments.

Objective
The objective of the audit was to assess how ENI ensures compliance with safety-critical barriers in a comprehensive and consistent manner, as well as how ENI follows up to ensure that the design solutions on Goliat FPSO fulfil the regulatory requirements and preconditions in the plan for development and operation.

The audit was limited to the process safety and technical safety disciplines.

Results
Through the audit we highlighted certain topics within process safety and technical safety. The engineering work for the FPSO was approx. 65 per cent complete, and fabrication was scheduled to start on 1 June.

One nonconformity was identified in connection with barrier management.

Furthermore, three improvement areas were identified in connection with:

  • Experience knowledge
  • Emergency shutdown system
  • CAP panel
