Audit of licensees in production licence 316 (Yme)

During the period 15-16 December 2011, the Petroleum Safety Authority Norway (PSA) carried out an audit of the licensees in production licence 316. The audit was directed at the licensees’ safeguarding of statutory obligations such as supervisory duty and contributions to support the operator in managing the Yme project.


The report is a summary of the meetings with the three licensees.

The Yme oil field is being developed in the southeastern part of the North Sea. The field is part of production licence 316, where Talisman is the operator, and with LOTOS E&P Norge, Norske AEDC and Wintershall Norge as the other licensees.

In its follow-up, the PSA has seen that there have been challenges over time in the HSE management and quality of this development project.

Based on this, the PSA called in the owners in the production licence, excluding the operator Talisman, to map their activities in the production licence in relation to regulatory requirements stipulated in, for instance, Section 10-6 of the Petroleum Act (PL) relating to an obligation to comply with the Act and to see to it that provisions are complied with and Section 7 of the Framework Regulations relating to Responsibilities pursuant to these regulations.

The audit showed that the companies have had varying degrees of active follow up of the project.
