Audit of compliance with design requirements for Ekofisk

From 16-23 June 2011, the Petroleum Safety Authority Norway (PSA) carried out an audit of ConocoPhillips’ (COPSAS’) management of working environment, material handling and technical safety related to building a new wellhead platform, 2/4 Z, on Ekofisk.

The audit was well facilitated by COPSAS and Aker Solutions.

COPSAS is engineering and building a new wellhead platform on Ekofisk. The audit was part of the PSA’s follow-up of the project.

The objective was to verify that engineering takes place in accordance with regulatory provisions, recognised norms, the operator’s own requirements and that the various players are contributing to good and appropriate solutions.

Furthermore, the objective of the activity was to investigate whether the different players understand the regulatory requirements related to working environment, material handling and technical safety, and whether they have established appropriate management systems for follow-up.

An important part of the audit was also to verify that COPSAS has facilitated good processes for employee involvement and input from the operating organisation.

It is our impression that COPSAS and Aker Solutions have established and implemented good systems for managing the project and that the project organisation is staffed with experienced personnel who have good knowledge about Norwegian regulations and standards.

None of the observations made during the audit were defined as nonconformities.

Three improvement items were identified in connection with:

  • Working environment activities
  • Experience reports
  • Consistent use of the DAL concept
