Audit of load-bearing structures - Draugen

During the period 4-6 September 2012, the Petroleum Safety Authority Norway (PSA) carried out an audit of the technical integrity of load-bearing structures on Draugen.

The goal of the audit activity was to assess how A/S Norske Shell (Shell) prevents structural failure, with particular emphasis on barrier management in connection with technical integrity of load-bearing structures.

Key topics of the audit activity were to assess how Shell:

  • has identified, analysed and evaluated risk
  • has highlighted the correlation between the risk and hazard assessments, the need for barriers and the barriers’ role in each area on a facility (strategies), have identified, described and implemented performance requirements and/or performance standards for barriers/barrier elements and operate and maintain the facility/plant in accordance with terms of use and preconditions
  • have identified factors that could reduce the barriers’ performance over time (change in terms of use, change in risk picture, degradation mechanisms, ageing, etc.)
  • have established verification activities and indicators for monitoring of barriers and performance over time
  • works in practice to ensure continuous improvement with regard to barrier management throughout the facility’s lifetime

The audit identified five nonconformities and one improvement item. The nonconformities are related to structures and barriers within the following areas:

  • Strategy for barriers and performance requirements for barrier elements
  • Operation and maintenance of barriers
  • Indicators and measurement parameters for barrier performance
  • Preparedness related to structural incidents
  • Quality assurance and verification

The improvement item is related to risk understanding in connection with structural incidents.
