The regulations and their area of application

Collectively, the regulations cover petroleum activities offshore and at selected land-based facilities.

In addition, they cover other activities at the land-based facilities. See  section 2 of the framework regulations on the scope of application, with guidelines.

Petroleum activities are subject to the Norwegian Petroleum Act and encompass:

  • safety
  • the working environment
  • health
  • the natural environment
  • material assets (including production and transport regularity/operational availability).

Offshore, the term “petroleum activities” covers all operations.

At land-based facilities, this term covers the actual facility for production and/or utilisation of petroleum as well as systems, installations and activities integrated with the facility, or which have a natural connection to it.

Petroleum activities do not cover land-based facilities for utilising petroleum which are not necessary for or do not constitute an integral part of petroleum production or transport operations.

Systems, facilities and activities used for such industrial purposes within the boundaries of the relevant facilities are covered by the term other activities at land-based facilities.

This means that gas-fired power stations, for example, whose sole purpose is to deliver electricity to the grid or to land-based industrial activities, and crude oil refineries where recovered petroleum can be delivered for processing at this or another refinery, accordingly fall outside the definition of petroleum activities but are considered to be other activities.

Where the regulations apply, and who issues and enforces them

  • The framework regulations apply both offshore and on land, are issued by royal decree and are enforced by the ministries, ourselves, the Norwegian Environment Agency and the health authorities.
     
  • The management regulations apply both offshore and on land, and are issued and enforced by ourselves, the Norwegian Environment Agency and the health authorities.
     
  • The facilities regulations apply offshore and are issued, and enforced by ourselves, the Norwegian Environment Agency and the health authorities.
     
  • The activities regulations apply offshore, and are issued and enforced by ourselves, the Norwegian Environment Agency and the health authorities.
     
  • The technical and operational regulations apply to land-based facilities, and are issued and enforced by ourselves and the health authorities.
